Russian President Vladimir Putin on Thursday broke his silence on the plane crash a day earlier that killed notorious mercenary chief Yevgeny Prigozhin and other high-ranking members of the Wagner paramilitary group.
In televised comments, Putin expressed his "sincere condolences to the families of all the victims", calling the accident a "tragedy". In addition to Prigozhin, nine other people on board died.
Putin's statement was the first official confirmation that Boss Wagner had been killed.
Wednesday night's crash came exactly two months after Prigozhin led a rebellion against Moscow's top military, which some observers saw as the biggest threat to Putin's long rule.
Moscow did launch an investigation into air traffic violations, but investigators have since remained silent as speculation of a possible assassination has run rampant.
Ukrainian President Volodymyr Zelenskyy insisted that Kyiv had nothing to do with the incident. "I think everyone knows who this is about," he added in what appeared to be an allusion to Putin
Moscow initially said only that Prigozhin, 62, was listed as a passenger on the flight, without confirming his death.
But when Putin broke his silence on Thursday, he paid qualified tribute to the mercenary chief and the paramilitary group he led.
"I have known Prigozhin for a very long time, since the early 1990s. He was a man with a complicated fate and made serious mistakes in his life, but achieved the right results," Putin said.
In a speech to the Russians during the Wagner uprising on 23-24 In June, in which he warned of a "civil war", Putin called Prigozhin - once his ally - a "traitor".
But he said on Thursday that the Wagner members who died in the crash had "significantly contributed" to Moscow's offensive in Ukraine.
They shared a common cause, Putin said, adding: "We remember it, we know it and we will not forget it."
Some Western leaders expressed doubt that the crash was an accident.
"There's not much going on in Russia that Putin isn't behind," US President Joe Biden said after saying he didn't know what happened.
France noted "reasonable doubts" about the crash, while Germany said a pattern of "unexplained" deaths followed in Russia.
German Foreign Minister Annalena Baerbock appeared to say it was suspicious that "a disgraced former Putin confidant will suddenly literally fall from the sky two months after he attempted a coup".
Even influential pro-Kremlin figures such as state television personality and Putin ally Margarita Simonyan appeared to suggest that it could have been an assassination attempt.
"Among the versions that are being discussed (about the crash) is that it was staged. But I personally lean towards the more obvious one," she said on social networks.
Russia's aviation authority released the names of those aboard the private Embraer jet late Wednesday.
It included Prigozhin and his right-hand man Dmitry Utkin, a shadowy figure who directed Wagner's operations and allegedly served in Russian military intelligence.
Russian police patrolled the crash site near the village of Kuzhenkino, about 350 kilometers (220 miles) north of Moscow in the Tver region. Some of the masked men had rifles.
One woman living near Kuzhenkino said her neighbor heard a roar and saw "sparkling from the plane", accompanied by fire.
"A neighbor ran to me with shaking hands, and when we went to the window, I saw only one mushroom (cloud from the explosion), a black cloud," she said in a video published by the state news agency RIA
Video verified by AFP from the scene appeared to show the Embraer Legacy plane engulfed in a plume of white smoke as it fell from the sky.
Tracking website Flightradar24 said the plane, flying from Moscow to St. Petersburg, appeared on their radar for up to the last 30 seconds before dropping "dramatically" at around 15:20 GMT.
Some Telegram channels linked to Wagner initially suggested the plane was shot down by Russian air defenses on a day when Kiev hit Russia with more drone strikes.
Prigozhin seems to enjoy some popularity in Russia.
He appealed to nationalist Russians – also suspicious of the army's leadership during the Ukraine offensive – who embraced his tough-guy style.
Some have even speculated that he will participate in the 2024 presidential election, which should extend Putin's rule until at least 2030.
"He was one of the few true patriots in our country," Pavel Zakharov said as he laid flowers at Wagner's residence in St. Petersburg.
