Gédéon Jean, director of Haiti's Center for Analysis and Research in Human Rights, told the Associated Press that he had been following the event online and planned to ask the Justice Department to investigate.
He accused the pastor who organized the march of irresponsibility because he "captured a group of people and put them in a situation like this."
"The police should have blocked their way," Mr Jean said. "It's extremely terrible for the state to have something like this happen."
