FIFA's disciplinary committee suspended Spanish Football Federation (RFEF) president Luis Rubiales on Saturday after the RFEF threatened to take legal action against international Jenni Hermoso during the kissing incident at the Women's World Cup.
Rubiales will be suspended from all football-related activities at national and international level for an initial period of 90 days, football's governing body said.
FIFA also issued two additional directives, ordering Rubiales and the RFEF to refrain from contacting or attempting to contact Spanish player Jennifer Hermoso or her immediate family.
Earlier on Saturday, the RFEF said it would take legal action against Hermoso and the FUTPRO union after it said the kiss on the lips from Rubiales at the World Cup victory ceremony was not consensual.
Spain beat England 1-0 to win their first world title last Sunday in Sydney.
On Friday, Rubiales told an emergency RFEF meeting that he would not resign and stressed that the kiss was consensual, something Hermoso furiously denied.
However, the RFEF insisted Rubiales was not lying when he said the kiss was consensual and Hermoso picked him up during the incident.
The RFEF statement included four photographs of the incident to prove that Rubiales was not lying and that Hermoso had lifted him into the air.
It said the photos exposed "lies" that had been spread "on behalf of or by the player herself" and that the RFEF and Rubiales would take legal action against them."
The incident and Rubiales' refusal to resign sparked a storm, with FIFA launching an ethics investigation on Thursday. No further information on the proceedings will be released "until a final decision is made," the federation said.
The women's team said in a statement from FUTPRO that they will no longer play under the current management of the RFEF, and Spain's sports governing body CSD is seeking his suspension by filing a complaint with the national sports administrative court TAD.
The central depository asked the TAD to meet as early as Monday and said Rubiales could be suspended once the TAD receives the complaint and begins an investigation.
Acting Spanish Deputy Prime Minister Teresa Ribera told the Europa Press news agency that the government would do everything possible to get Rubiales to resign or be dismissed.
